Why can't I give permits out as gifts. I'm at level 13!
Permits are only allowed as requests, not as gifts. I'm at level 76.
I actually prefer it this way, when you've finished all your expansions you don't want to spend the rest of your days declining permits that you don't need anymore. I guess, you could say the same for most gifts though
