I'm now assuming you are in the Tale of Thurbina. You have to use the Tailor to craft the blanket. Here's the link to the goals.

I’m new to the game, level 10, trying to finish a kitchen and marketplace, but it’s asking for simple glue which is made in the potion shop I read? the problem is the potion shop says “goal”. Any idea how I get the potion shop open? Also I’ve run out of space to store milk. is there anyway to use the milk? Thanks in advance

Check your blue book (Kingdom goals) in the top left corner to see if there is an assignment to get the Potion Shop.
And later there will be many opportunities to use milk. You can collect up to 99 milks. If there are more, it is best not to collect from the cows for a while

Found it. You have to expand to Ivy, the tree lady, to be able to build a potion shop.
