In the gift screen there's all materials ie wiring and paint but I don't know what there used for or what happens to them do you know. I know this is probably a stupid question but it's really bugging me.

You don't actually use the paint, it goes towards the easy appliances. Your neighbor is trying to complete an easy appliance and still needs some paint at the very least as they don't want to spend gems.

currently androids do not have the option of goals.
If you play on IOS(iphone, Ipad, etc), you should be getting the goals options on the regular game.
