You have to get to the star bubble and pop it with the same color of bubbles on top of the black bubbles. I just did the level and in my game there were red bubbles over the black ones. Once I cleared my way to the star I used a red bubble on it and it removed the red bubbles keeping the black ones in place. Hope that makes sense. This will happen at least one more time during the level, and it's also the only way to free the babies at then end.
