Cheap Expansions no/lower Maps needed Higher habitants

I am on an iPad 2 and all of my prices are the same and I still need maps to expand. It looks like this was only distributed to "random" players. The question is if this is permanent, limited time only, or if they are doing some type of testing.

It says on pop up that its only for a limited time.

Ok got this too but.. Have you saw habitats prices like white, purple, pink etc? They cost a lot more..

I got the expansion popup for no maps, but my habitat prices are the same. Purple is still 180k for big.

I got big pink and big white at 650k, big purple 320k and also black increased a lot..

I already had fully expanded but now I'm fully cleared now

Now just time to collect coins

on my fully expanded account i got this offer and my alternate lower level account did not get this offer.
to clear foliage:
-moldy boulder 250,000
-weed wood 12,500 (on main island), 40,000 (on far island)
-timberwood 11,000
-small bitter bark 2,500 (on main island), 7,500 (on far island)
-small stone 1,900
-shroom stalk 13
-mushmold 7

can't check habitat costs... at max

Any thoughts as to why some have the deal and some dont?
My wife doesnt have it but i do.

I am two levels ahead of her ... we are both in the 30s level wise.

Who knows. I have three active devices and 2 have this special. But my main one doesn't. TL picks and chooses. Really getting frustrating with this selective disbursement.
