I'm on level 14 and I really want the chow chow but it is blocked until level 26. Yet as I visit other people's stores, they have the chow and they are on levels below me. How is this possible?

i think when the chow chow first came out, TL did not have a "level lock" on them and players get them straight away. i am not sure though... have to wait for a reply from either kooky or GG.
