Trying to expand, but neighbor options go away once I get the right number?

My bakery is doing well so I decided it was time to expand
I saw that the next level of expansion required 7 neighbors. Once I got to that number the option
is gone and now I need 10. I get that and well... you get the picture.
I am currently sitting with exactly 15 neighbors and now my option is to expand with 20.
Am I misunderstanding something?
I just want to expand

You use coins or gems to expand

I do see those options, but why are there options fr expanding with a certain number of friends if they can't be used?

It,s a shame, isn't it? Some people can't answer a question without being nasty. But there are a lot of nice people playing too.
