Try turning your wifi off then back on.
Try deleting and redownloading the game from iTunes.
Make sure you have the most current apple software update on your iPad.

I have the same issue, since mid December. It started when I updated the software on my new iPad Pro. I've been told Storm 8 needs to update the app (32 bit but needs to be 64 bit), but they won't do it. Then they should stop offering it in the App Store! People join here every day and want to play. Some of us have invested time and money and don't want to start over with something else. I have lost quite a few neighbors whose farms just died off because they could not get to them. I can play on my phone, but it's not much fun. Please, bring this game back to life! Update it, so we can access it again, and let us also have access to buying all the neat things I see on older farms that are not available anymore.
